Yes it does. I still use most blog networks, Article Ranks being one of my top 3 at the moment.
I think blog network links should be part of your strategy. In my opinion they are great for sniper style sites. Or sites designed to rank for one keyword only with an exact match domain. These in my opinion are throwaway sites that i can spend one day building and ranking and will bring me in passive profits for months or years.
In my opinion you should not keep all your eggs in one basket and should use multiple strategies. So creating these types of sites is just part of my overall strategy.
Article Ranks works. It works very well if you get the most out of it (Submitting lots of articles) and you should see a good profit on your investment if you put the work in.
